Thrawn is an officer rather than a fighter, and the squad is assembled around that fact. Grand Admiral Thrawn takes the Primary slot at a cost slightly under the usual heavyweight, Agent Kallus is the Secondary, and two ISB Agents fill Support.

Kallus is the reason to buy this even if Thrawn is not your character. His card carries Galactic Empire, Rebel Alliance, Spectre and Spy at the same time, which is about as flexible as a unit gets and means he can be dropped into either side of a Galactic Civil War collection. The ISB Agents carry Spy and Trooper, so they keep working in espionage flavored builds beyond this squad.

The box gives Kallus and the agents helmeted and unhelmeted assembly options, and it ships six order cards for three units, so there is more inside it than a standard squad pack holds.

Skip it if you want a Primary who wins fights unaided. This is a commander's squad, and its appeal is tag flexibility and the Rebels era story rather than punch at the front.
