That scenario is the real content. Ultimate Encounters play asymmetrically rather than as a standard crisis, so they are a change of pace rather than a way to improve a competitive roster: nothing here makes your matched-play list better. What they do well is give a group a memorable evening, and they work particularly well as a way to get a lapsed or curious player to the table without asking them to build a squad first.

For a Hydra collection it also doubles as thematic scenery, and it pairs with Red Skull & Hydra Troops and Baron Strucker & Arnim Zola to make the faction feel complete on the table.
