Strucker leads and Zola schemes, and both of them are cheap, which is a rarer combination than it sounds. Baron Strucker gives Hydra a second leadership option alongside Red Skull, and because he sits low in cost, a list built around him has far more threat left over for the characters doing the fighting.

Arnim Zola is the support piece, a scientist in a synthetic body who contributes through what he enables rather than what he removes. Neither of these two is going to win a brawl, and a squad that expects them to will lose one.

Both are also legal for the Cabal, so this box widens two villain rosters at once, and three Team Tactic Cards come along with them.

It is a poor first Hydra purchase, because the affiliation does not exist on your table without Red Skull & Hydra Troops, and it is a strong second one for exactly that reason: cheap bodies and a different way to build the list. If you already run Cabal and have no interest in Hydra, these two are still worth owning for the low-cost slots alone.
