There are two M.O.D.O.K.s in this game and they are not interchangeable. This one leads. His leadership is what a Criminal Syndicate list is built around rather than a bonus attached to a character you were taking anyway, and that alone makes him a different purchase from the standard version.

The playstyle is disruption. He is unpredictable by design, and the Team Tactic Cards that come with him are about controlling the shape of a turn rather than removing models from the table. That suits a player who enjoys making an opponent's plan not work, and frustrates a player who wants to measure, charge and roll dice.

His cost is mid-range, which is generous for a leader, but he is not durable. Anything that reaches him hurts him, so the list needs cheap characters who can screen and hold objectives while he works from behind them. Build him into a squad without that support and he will be dead by the third turn.

Take him if you already run villains and want a different way to build them. Leave him if you own the original M.O.D.O.K. and simply wanted a better version, because that is not what this is.
