The shared ticket here is S.H.I.E.L.D., not the Avengers, and that is what makes the pairing coherent. This Steve Rogers is also legal for the Mighty Avengers, while Jim Hammond, the android Human Torch who predates the more famous one, plays only for S.H.I.E.L.D. Both are sensible additions to a spy roster that is short on characters who can actually win a fight.

Cap is the anchor. He is a mid-cost, durable character who holds ground and lets the specialists around him work, which is the shape S.H.I.E.L.D. lists want and rarely get. The Torch is cheaper and more aggressive, throwing synthetic flame at range rather than standing in the way.

Two Team Tactic Cards come with them, aimed at supporting Cap and the characters near him.

The thing to be clear about is versions. This is an alternative Captain America, not an upgrade to the one in the Avengers Affiliation Pack, and the two have different affiliations and different jobs, so owning one does not make the other redundant. Skip this box if what your collection needs is objective-holders rather than another mid-cost fighter.
