Kingpin runs this operation, and the three villains under him are deliberately unequal in cost. Bullseye is about as cheap as characters get, Hood sits just above him, and M.O.D.O.K. is a serious investment at the top. That spread is what makes the box work as a first villain purchase: you can build a legal squad at almost any threat level without a second box.

The affiliation plays as an underworld crew rather than a superteam, which in practice means leaning on numbers and disruption instead of raw power. Bullseye is the one who teaches you the faction, because a character that cheap changes how you think about objectives: he can go and sit on something unimportant and win you the game while the expensive models argue in the middle.

Its weakness is that it has no real wall. Nothing here wants to be charged by an Asgardian or a Sentinel, so the crew loses the fights it accepts and has to avoid them.

Two notes before buying. M.O.D.O.K. also sells as his own character pack, so check your shelf, and three of these four hold Cabal tickets as well, which makes the box quietly useful even if you end up playing that affiliation instead.
