Three command slots on every card here is the structural fact that matters, and it explains why ten command cards ship alongside only four miniatures. These are officers built to out-plan an opponent rather than out-shoot one.

Grand Admiral Thrawn is the clearest case. Cunning, One Step Ahead, Tactical 1 and Strategize 2 all bend orders and initiative, while Direct hands an action to another Imperial unit. Grand Moff Tarkin works from a different angle: Pulling the Strings activates a friendly Trooper unit, and Entourage ties him directly to Darth Vader. Tarkin himself rolls one white die in melee, which states honestly what he is for. General Tagge contributes Inspire 1 and Calculate Odds behind white defense with a block surge.

Four unit cards for four models means each is a standalone Commander choice, so this box quietly rewrites what an Imperial list is able to open with.
