Two white dice from melee out to range 2 is the whole ranged profile, and it states plainly what these troopers are for. Fleet Troopers do not win firefights at distance. They close, and Charge lets them shoot and then fight within one activation once they arrive.

White defense with a block surge leaves them fragile in the open, so the approach matters far more than the arrival. Move them through terrain, let other units draw the fire, and commit when an enemy squad is already suppressed. Against a target that has been softened first, a full squad backed by a heavy weapon does real work at close quarters, and the corridor-fighting flavour of the unit matches how it actually plays.

The upgrade bar is the familiar Rebel Corps spread of heavy weapon, personnel, gear and grenades, and eleven miniatures cover a full squad with alternates left over for a second build.
