The practical case for it is simple. Marvel: Crisis Protocol is a game about cover, elevation and blocked sight lines, and a sparse table quietly favours whoever brought the shooting. Scatter terrain gives melee characters a route across the board, gives everyone something to duck behind, and provides the loose objects that certain characters are all too happy to pick up and throw.
